He told them, between bravado and fear, the things a low instrument knows: that they served the Authority now, yes, but not really Devasthali — the Chairman was a joke, a loud fool everyone in the camps privately laughed at; the real command ran through a cold man, a *Major*, Sandhu, an old-military officer who frightened even the hard men, who had a *power* on him that wasn't quite an awakener's and made the air around him feel wrong. The Major ran the war. The Major moved the Chairman like a puppet and let the puppet think it danced.
